Preheat the oven to 350°F. Spray an 8x8-inch baking dish with flour-based non-stick cooking spray. In a small bowl, combine 1 tablespoon granulated sugar and 1 teaspoon cinnamon, set aside.
In a large bowl, whisk together the vegetable oil, vanilla extract, apple cider vinegar, and water. Set aside.
In a medium bowl, whisk together the flour, remaining 1/2 cup granulated sugar, brown sugar, remaining 2 1/2 teaspoons cinnamon, baking soda, cream of tartar, and salt.
Add flour mixture to the oil mixture, whisking just until smooth. Pour into the prepared baking pan. Bake for 35 minutes, until a toothpick inserted in the center comes out clean.
