Place frozen peas into a medium bowl then fill the bowl with cold water to cover the peas. Allow peas to soak for 20 minutes, until thawed. Drain and set aside.
Into a deep skillet over medium heat, add the butter. When the butter is melted, add onions and cook for 2 minutes, stirring frequently until softened.
Stir in the cabbage, peas, and chicken-style broth. Reduce the heat to low and simmer, stirring occasionally for 5 minutes, until the cabbage is crisp-tender. Adjust seasoning to taste with salt and ground black pepper.
Sprinkle with scallions and serve hot.
