Preheat the oven to 325°F. Spray an 8x4-inch loaf pan with flour-based cooking spray.
In a large bowl, whisk together the all-purpose flour, whole wheat flour, 1 teaspoon nutmeg, baking soda, cinnamon, and salt. Set aside.
In a medium bowl, whisk together the applesauce, 1/2 cup brown sugar, vegetable oil, maple syrup, and apple cider vinegar. Pour the applesauce mixture into the flour mixture and stir until well combined.
In one of the mixing bowls, toss the apple pieces with the remaining 2 teaspoons of brown sugar and the remaining 1/4 teaspoon of nutmeg. Stir into the batter.
Pour the batter into the prepared loaf pan and sprinkle the turbinado sugar evenly over the top of the bread.
Bake for 1 hour, or until the top and edges are golden brown and a toothpick inserted into the center of the bread comes out clean.
Cool completely in the baking pan on a wire rack. Cut into individual slices and serve at room temperature.
